Arriving in the United States from Cape Verde at the age of five, Ms. Barros overcame the cultural challenges and racial barriers of the 1950s and 1960s to achieve exceptional academic and professional success. She earned an associate degree in nursing from the Community College of Rhode Island, followed by a bachelor’s and master’s degree in nursing from Rhode Island College. She further enhanced her expertise through advanced certifications from Brown University, the National Hospice and Palliative Care Organization, and the Centers for Disease Control and Prevention (CDC).

For more than five decades, Ms. Barros has provided compassionate, high-quality healthcare to thousands of patients, with a special focus on older adults, underserved populations, and those facing significant health disparities. In 1976, she partnered with Marcia Bigney to establish what grew into Home Health & Hospice Care of Nursing Placement, now a vital component of Rhode Island’s healthcare system. The organization offers specialized home nursing services, rehabilitation, outpatient therapy, follow-up care, and palliative care, helping to transform healthcare delivery throughout the state.

Her impact is measured not only by the healthcare systems she helped build, but by the countless lives she has touched. Colleagues, patients, and families consistently describe Ms. Barros as the professional who steps up when others cannot — helping an elderly person understand a complex diagnosis, ensuring that a bedridden patient receives proper care, or guiding families through difficult end-of-life decisions with compassion, dignity, and clarity. Time and again, her presence has meant the difference between isolation and support, uncertainty and understanding, and institutionalization and the ability for patients to remain safely in their own homes.

At a time when hospital-based care dominated the healthcare landscape, Ms. Barros advocated for a more community-centered model of care, bringing essential health services directly to patients. In doing so, she reduced barriers related to cost, transportation, and access. Her work has been especially significant for immigrants, low-income residents, minorities, and the elderly, strengthening Pawtucket’s healthcare safety net and improving the quality of life for countless individuals and families.

Her commitment to improving health extends far beyond clinical practice, encompassing advocacy and public policy. Throughout her distinguished career, Ms. Barros has held leadership and advisory roles in numerous organizations, including the Cape Verdean Nursing Association, committees of the Cape Verdean Medical Society, the Brown University/Lifespan Cape Verdean HIV/AIDS Project, and advocacy initiatives serving the Blackstone Valley and Mount Hope communities. Through these efforts, she has worked tirelessly to expand access to healthcare, improve public health education, and promote culturally competent care.

Her professional experience has garnered recognition on a broader stage. Ms. Barros has presented at palliative care conferences and educational panels organized by respected institutions, including Brown University and Massachusetts General Hospital, contributing to the advancement of best practices in patient-centered care.

Her dedication to humanitarian service extends internationally through medical missions to Cape Verde, where she conducted nursing assessments, medical examinations, health education, and provided compassionate care to individuals with limited access to healthcare. Often contributing her own personal resources, she has demonstrated an unwavering commitment to improving the lives of others, regardless of geographic boundaries.

Ms. Barros’s extraordinary contributions have been recognized through numerous honors and awards from the State of Rhode Island, the City of Pawtucket, and the Government of Cape Verde, as well as through recognition by the Minority Elder Task Force and the Rhode Island Minority Health Advisory Committee. In 2023, she was inducted into the Cape Verdean Museum Hall of Fame for her outstanding humanitarian service, highlighting the breadth and significance of her lifelong contributions.

Equally important is her legacy as a mentor and community leader. Throughout her career, Ms. Barros has inspired and encouraged women, immigrants, members of minority groups, and first-generation college students to pursue careers in healthcare and become active leaders in their communities. Her mentorship has helped foster a more diverse, inclusive, and culturally responsive healthcare workforce.

Although her influence has reached the state, the nation, and the international community, her deepest and most lasting impact has been felt here in Pawtucket.
