Scratch card - Anyone with a battery-powered flashlight can see if they contain prizes
My friends, a friend from Brava that Facebook found me, has been making this complaint for some time now, that the Red Cross "Scratch Cards" are full of cheats, which anyone with a battery-powered flashlight can see if they contain prizes, BEFORE they scratch them!
This means that the traders who sell them and even the people who distribute them throughout the country only deliver those that do not have a prize, keeping the prizes.
This friend of mine, who calls himself the biggest Totoloto bettor on the island of Brava, says he has signs that there is more "funny bussiness" even in Totoloto and that he already has months behind Inforpress .cv to make the complaint, but the Cape Verdean News Agency never gives him the News.

To be honest, I NEVER played Totoloto again, after years and years of seeing the Jackpots coming together to be really fat for Christmas and New Year's Eve, a guy had to be suspicious. Then even PJ dismantled some scam that was going on here in Praia... what is certain is that I never played again!
But the State has a primary duty not to let its citizens be deceived by anyone. Whichever island it is! I hope someone from the Law gets to the bottom of these Complaints!!
I ask... is there any entity that properly controls and monitors who is winning the Totoloto prizes? If the person exists, if they are always the same Totoloto Agencies and most importantly, if the prizes are being collected? Or is everything the way it should be done in a Banana Republic?? Im Just Saying!
But in the meantime, you know... there's no need to scratch the Scratchcards!
