The agenda for the first day of the second plenary session in December was rejected, making it impossible to consider the items scheduled for today's parliamentary work.

During the debate that preceded the vote, parliamentary leaders and members of the government spoke about the proposed agenda, in particular the Bill creating the Cape Verdean Order of Economists and Managers.

The parliamentary leader of the PAICV, Clóvis Silva, said that his parliamentary group has a law with the same object as the proposal presented by the government. "The PAICV Parliamentary Group has a diploma with the same object as the bill presented by the Government and which could be interesting to use, not only to enrich the debate that we will have regarding this Government proposal," he said.

Clóvis Silva regretted that the project had lapsed and become innocuous. According to the deputy, the diploma, submitted in November last year, also has the same objective of creating the economists' association, and he argued that both documents could be scheduled together, with a view to converging in a single diploma.

In the same vein, the parliamentary leader of the MpD, Celso Ribeiro, considered that the two legislative initiatives have many similarities.

"As these are two proposals that, from our point of view, have a lot in common, I think we could debate them in general and then move on to the specifics."

As he defended, at this stage it would be possible to absorb, discuss and try to find a consensus on the points where there are differences.

For Celso Ribeiro, the analysis of the two documents does not reveal any great difference, and he defends the possibility of merging compatible aspects to obtain an instrument that represents the consensus that is desired.

The Minister for Parliamentary Affairs, Janine Lélis, warned of the need to respect the agreements made at the Conference of Representatives.

"The plenary is sovereign, but there is a principle. Either we agree and the agreements are authentic and respected by everyone, or we don't," he said.

Janine Lélis stressed that the systematic submission of these agreements to a plenary vote could set complicated precedents. For her, it is essential to guarantee stability and rules for the proper functioning of Parliament.

In response, the President of the National Assembly (PAN), Austilino Correia, explained that, given the opposition, he had no choice but to submit the issue to the plenary.

"Either submit the rules to a vote, or take a decision, and the President's decision is to appeal to the Plenary of the National Assembly," he said.

According to the PAN, although there are agreements, the rules of procedure override the agreement when a parliamentary subject sees fit and the Bureau "has no other way out" when faced with the specific situation.

For his part, the parliamentary leader of UCID, João Santos Luís, expressed reservations about some of the diplomas on the agenda. Referring to the organization of the National Assembly, he said that it was a document with a lot of injustice, arguing that it should be withdrawn for consultation, to "mitigate some of the injustices" that, in his opinion, persist in the proposal.

It should be noted that the Agenda for the second Plenary Session in December includes, among other things, a debate with the Prime Minister, Ulisses Correia e Silva, a general discussion of the Draft Law on the New Rules of Procedure of the National Assembly and the consideration of various pieces of legislation.

Bills include the approval of the National Assembly's new organizational structure and the adoption of an Extraordinary and Provisional Measure for the Stability of Civil Servants' Professional Relationships, both of which will be discussed in general.

The agenda also includes bills, namely the one approving the Organic Law of the Bank of Cape Verde, for a final overall vote, and the one creating the Cape Verdean Order of Economists and Managers, also for general discussion.

There are also draft resolutions, such as the one approving the regulations of the National Assembly's Ethics and Transparency Commission, as well as the Code of Conduct for Members of Parliament, both of which are scheduled for general and special discussion.
