TACV launches international tender to draw up the company's strategic plan until 2031

TACV - Transportes Aéreos de Cabo Verde, also known as Cabo Verde Airlines, the state-owned airline of the Republic of Cape Verde, announced this week the launch of an international tender to hire consultants to draw up the company's strategic plan for the period 2026 to 2031.

"The objective is to help management redefine the company's position in the market, analyzing routes, opportunities and essential strategic actions that ensure the company's viability and sustainability," the African company said in a statement, at a time when several European airlines are opening new routes to the Cape Verdean islands.

The company explained that, following the impacts of the covid-19 pandemic, the transport sector in Cape Verde "has faced major challenges, with changes in the market and the emergence of new competitors" and, in order to respond to this new context, it decided to launch this tender.

The strategy to be defined will take into account the Strategic Plan for Sustainable Development (PEDS), which includes as one of its objectives the implementation of an air hub on the island of Sal and should also demonstrate how TACV contributes to the country's development.

"The national flag carrier wants to attract consultants with proven experience in similar projects, who bring an innovative vision and a comprehensive approach," he said.

"We believe that a solid strategic and business plan is fundamental to strengthening our position in the aviation sector in Cape Verde and the region, so TACV reaffirms its commitment to promoting sustainable development and strengthening its position in the market, always with the aim of offering an excellent service to its passengers," he added.

The International Monetary Fund (IMF) stated in its latest report on the country, at the beginning of the year, that "the entry of an international low-cost airline into the market could mean a factor of competition in international flights" and, in turn, "an opportunity for [the state] to reconsider the use of public finances".

The recommendation is in line with a concern to reduce the risks of the state business sector and follows the opinion of other partners and businesspeople who have advocated a redirection of resources to improve domestic flights.

The government has responded that it is "afraid" of becoming excessively dependent on low-cost operators for connections abroad and to the diaspora, as can be read in a response attached to the same report, which also promises a commitment to internal connections, with improvements underway since 2024.
