Brava: City Hall employees contest the implementation of the new PCFR

Some Brava City Council employees expressed their dissatisfaction today with the implementation of the new Positions, Functions and Remuneration Plan (PCFR), claiming that they have not been properly benefited, despite their long years of service in the institution.

In statements to Inforpress, Abel Silva said that he has worked for the municipality for around 29 years and has been a member of the private staff for more than two decades, but he considers the way in which the new PCFR has been applied to be unfair.

"I started working for the municipality a long time ago and today I have 29 years of service. I've been on the staff for over 20 years, but I'm dissatisfied with the implementation of the new PCFR, because I've hardly benefited at all, just around three thousand seven hundred escudos," he said.

According to the official, of the five permanent employees of the municipality, only two have benefited from the new implementation, while three, including him, have not seen any significant improvement.

"We are three colleagues in the same situation. The other two have benefited, but not us. Our main claim is that the new PCFR is unfair to us. For some it may be fair, but in my case, with more than 20 years as a private staff member of the local authority, there has been no promotion or career progression," she questioned.

Abel Silva also raised doubts about the transparency of the process, stating that, so far, he has only had access to a transitional list, and is unaware of the existence of the definitive list of frameworks.

"We've been told that we're covered by the new PCFR, but on paper we've seen absolutely nothing. We've only received a small increase which, for me, doesn't justify the time we've been working in this institution. We want to see the document clearly," he stressed.

The official also considered it serious that the PCFR was already being applied without, he said, having been published in the Official Bulletin.

"The PCFR has already been implemented, we've already started receiving it, but it hasn't even been published in the Official Bulletin. This is a serious situation," he stressed.

Abel Silva added that, according to the information he has, the government has increased the Municipal Financing Fund, which, in his opinion, eliminates any justification for not fulfilling the employees' rights.

"In about two years, we have information that there has been an increase of more than 2,500 escudos in the Municipal Financing Fund. So there's no excuse for not fulfilling their duties," he said.

In the same vein, José Fernandes, also an employee of Brava Town Hall, said he shared the same discontent.

With 27 years of work and more than 20 years in the civil service, he guarantees that he has benefited nothing from the implementation of the new PCFR.

"I'm the only inspector in the municipality who joined through a public competition. I feel frustrated because, despite being a member of staff, I haven't had any improvement with the implementation of the PCFR, while some of my colleagues have", he said.

According to José Fernandes, three officials are in the same situation, without promotion or career progression, despite more than two decades of service.

"We want clarification on why some benefit and others don't," he concluded.

The new PCFR implemented by Brava City Council has generated discontent among several of the institution's employees, from different sectors, who have turned to the media to denounce the situation.

Inforpress tried to get a reaction from the entity responsible, which promised to comment on the matter soon.
