The mayor of Praia, Francisco Carvalho, once again defended today the revision of the Constitution, to put an end to the "judicialization of politics and strengthen meritocracy" and the independence of institutions.

Francisco Carvalho warned of the risks of the growing judicialization of politics, stating that this phenomenon represents a "serious form of pressure" on political actors and compromises the normal functioning of democracy.

To support his position, he recalled the case of former Portuguese Prime Minister António Costa, whose resignation was triggered by the mere mention of his name in a judicial report, underlining the need for great prudence in the relationship between justice and politics.

According to the mayor of Praia, current times pose new challenges to institutions and require a deep reflection on the separation of powers.

In this sense, he advocated an "urgent" revision of the Constitution of the Republic, which would remove the Prime Minister's prerogative to appoint office holders such as the Attorney General, the President of the Court of Auditors, as well as the Inspector General of the State.

Carvalho stressed that this proposal comes at a time when he is projecting himself as a future prime minister, stressing that, by defending the constitutional revision, he would be giving up personal power in the name of strengthening democracy.

"I'm not thinking of strengthening my power, but of giving it up," he said, stressing that the aim is to guarantee more independent and credible institutions.

In his view, choosing these positions through peer competitions would send a strong signal to young people, demonstrating that professional advancement in the state should be based on qualifications and merit, and not on party affiliation or political proximity.

The mayor also criticized the current appointments model, considering that it allows undue interference and pressure on legitimately elected powers.

As an example, he referred to the contrast between the absence of inspections during 12 years of previous administrations in Praia's city hall and the significant increase in inspections after his arrival in office, questioning the motivation for these actions.

Francisco Carvalho concluded by defending a realistic analysis of Cape Verde's political reality and reiterated that truth should be the main instrument in public debate, stressing that the strengthening of democracy necessarily involves the effective independence of state institutions.
