Internal report reveals suspicions of illegalities and irregularities in the Brava City Council (2020-2024)
An internal investigation report, concluded on September 16, 2025, casts strong suspicion on practices considered "illegal" during the management of the Brava City Council in the 2020-2024 period. The document, the result of more than eight months of document analysis, taking statements and checking inventories of goods and human resources, points to signs of mismanagement, financial irregularities and possible misappropriation of public assets.
According to the team responsible for the investigation, administrative decisions were identified that violated legal rules and mandatory procedures, causing significant losses to the public purse. The report states that certain operations, authorized by political and administrative managers at the time, lacked legal and financial justification, raising suspicions of abuse of power and misuse of municipal resources.
Among the critical points identified, the lack of transparency in processes for acquiring goods and services, divergences in material inventories, alleged private use of municipal equipment and practices considered "contrary to the public interest" stand out. The findings suggest that part of the municipality's assets may have been diverted for private purposes, including goods that were allegedly taken to the homes of officials or leaders.
The fact-finding team says that some of those responsible should be called upon to "justify and substantiate their decisions" and may be obliged to repay the public coffers amounts that, according to the document, reach "significant sums", a total yet to be determined, but estimated at millions of Cape Verdean escudos.
Given the seriousness of the suspicions, the report formally recommends that the conclusions be sent to the Attorney General's Office, for criminal consideration, and to the Brava Municipal Assembly, which is responsible for overseeing the municipal executive. The internal investigation considers that there are sufficient elements for the possible opening of legal proceedings, which could involve both former political office holders and administrative officials.
The report, which could be made public after analysis by the competent authorities, marks a new chapter in the scrutiny of Brava's municipal management. The release of the findings promises to fuel local political debate and increase pressure for greater transparency and accountability in the municipal administration.
So far, none of the defendants have officially reacted to the conclusions. Local and national authorities are now awaiting the position of the Public Prosecutor's Office and the Municipal Assembly, which will have to decide the next steps in a process that could have significant impacts on the political and institutional landscape of the island of Brava.
