City of Nova Sintra, December 1, 2025 (Bravanews) - The municipal administration of Brava during the period 2020–2024 is once again the target of strong criticism following the release of an internal report that points to serious flaws in the performance of the municipal executive and denounces the alleged complicity of the Municipal Assembly (AM), then led by Fernanda Burgo.

According to the document, responsibility for the identified problems does not fall solely on the City Council executive, but also on the Municipal Assembly, which had the legal duty to oversee the actions of the local government and ensure compliance with the rules and principles of public administration.

The report suggests that the Municipality was permissive on several occasions, allowing irregular situations to proceed without due scrutiny. The conclusions point to "tacit acquiescence," "failures of oversight," and an attitude of "tolerance" towards decisions and practices of the municipal executive that, according to the document, required immediate intervention from the oversight body.

On several occasions, and despite attempts by the PAICV party to file complaints with the Public Prosecutor's Office, Burgo promptly came to the aid of his counterpart in the Chamber, claiming that everything was fine and repeatedly guaranteeing that it was a transparent and competent administration.

Sources close to the process claim that the Municipal Assembly "allowed things to get to this point" because it did not rigorously fulfill its role. The law clearly establishes that it is the responsibility of the Municipal Assembly to oversee the City Council, monitor the implementation of public policies, and ensure that municipal resources are used in accordance with the public interest.

It is also clear that, throughout the term, there was a veritable "assault on the Municipal Assembly's agenda," which limited the institution's ability to discuss relevant issues, analyze essential documents, and summon the executive branch to provide clarifications.

Under Fernanda Burgo's leadership, AM lost its independence and oversight capacity, failing to confront the executive branch on critical issues, which allowed several irregularities to accumulate throughout her term.

With these conclusions, the public debate grows regarding the need for accountability not only of the executive leaders of the Brava Municipal Council, but also of the Municipal Assembly itself.

Legal experts contacted by Bravanews emphasize that balanced management depends on the healthy and autonomous functioning of the two bodies, namely, the municipal executive, responsible for implementing local policies, and the Municipal Assembly, responsible for oversight and democratic control.

When the relationship between the two becomes asymmetrical or based on political loyalties rather than institutional principles, the risk of misrule and opacity increases significantly.

The revelation of these flaws is expected to dominate the political debate in the coming months, especially with the approach of new election cycles. Citizens and civic organizations in Brava are calling for greater transparency and strengthened oversight mechanisms to prevent similar situations from recurring.
